Derive phenotypes from MPD data

I'd like the MPD raw data to be mapped to the MP terms as suggested by their measurements.

I figure a safe choice is to

Data is already ingested [NIF-7007], and part of the resource nif-0000-03160

Let's try a few different ways of getting the MPs. Let's use a cutoff of >2 s.d. from the strain_means for assignment.

I am not sure if the best method for deriving this is to write it in the SQL directly, or in an external script that dumps a file that we subsequently import. Let's investigate both.
