Set up OntoQuest instance for stress testing

Monarch would like to have a test deployment of OQ for stress testing

The current monarch.owl is only a subset of the ontologies we will need in future. Rather than getting tripped up as we go along (as was recently the case with some OQ loads) we would like to know in advance if OQ can handle the multi-ontology import chain we'll need in 6 month-1 year.
