Need API calls to retrieve lists of ontologies

We need an API call to list ontologies that might be queried. This is needed to support autocomplete searches and other calls that might be restricted to a single ontology. A call that returns a list of available ontologies, along with IDs for use in retrieving terms, is needed for this.
