Build report for inconsistent normal phenotype data

It would be great if we could dump reports for the MODs that highlighted cases where there were conflicting phenotype annotations. They might not all be incorrect (as come from different sources) but are worth checking.
We will want to do this before we operate on the NOT/normal annotations.
