Build ID mapping in CM

For the purposes of our IDmapping services, we need an id hash map for all identifiers in our system.

We can begin by using BioGrid mappings, but will eventually need to bring in the identifiers mapped in other resources. Once we do that, we'll need to deal with conflict resolution.

DBs should be standardized on GO.xrefs, feeding back definitions to GO.xrefs where needed. We should also standardize our identifiers with a common syntax.
