Make monarch.owl pull newest DO file

We need to make sure that the monarch import chain uses the newest DO file, from here:

https://github.com/obophenotype/human-disease-ontology

This could be done either by updating the monarch import chain directly, or changing the disease-miner code to pull from the update repo.
