The "parts" services are not working in ontoquest service

Ontoquest service for MONARCH is available at

http://nif-services-stage.neuinfo.org/ontoquest-lamhdi/rel/all/UBERON_0008463?level=3

however, the parts service is not working properly.

Looks like it was caused be the property name differences between NIF and MONARCH. Ontoquest follows OUT_GOING edge of HAS_PART property to find the parts, but MONARCH uses 'part of' as the property. We need to enhance Ontoquest to handle both cases.
